Much of the programme builds upon themes emerging from the Westminster Breakfast series and this year, with the new ministerial teams and the inevitability of some shifts in policy emphasis and the constraints of the next spending round, has led us to focus on three challenges:

Access – the options for innovation and reconfiguration in services and the benefits in terms of patient experience, health outcomes and the redress of health inequalities, and the mechanisms for getting from here to there;

Standards – regulating, commissioning, measuring and monitoring services and ensuring compliance with best practice in the delivery of world class care services that are efficient economic and safe;

Sustainability – understanding and addressing the
budgetary pressures of new medical technologies,
patients’ expectations and lifestyle diseases..
